MBI MAKES MULTIPLE ARRESTS IN 2023 JACKSON STATE UNIVERSITY HOMICIDE
JACKSON, Miss., - The Mississippi Bureau of Investigation (MBI) has arrested four individuals in connection with the homicide that occurred at Jackson State University on October 15, 2023. Initially, local law enforcement responded to reports of a shooting at University Pointe Apartments. Upon arrival, they discovered Jaylen Burns suffering from an apparent gunshot wound. Burns was transported to a nearby hospital, where he later succumbed to his injuries. MBI was later requested to take over the investigation on November 9, 2023.
Since the time MBI took over the investigation, the agency has worked diligently with multiple local and federal law enforcement agencies and witnesses to lead to the arrest of the following individuals:
23-year-old, Elisha Brown, Accessory after the Fact, Hindering Prosecution
23-year-old, Jamison Kelly, Jr., Accessory after the Fact
24-year-old, Marquis Scales, Murder
21-year-old, Ziqua Amos, Murder
The U.S. Marshals Service assisted MBI in locating and arresting the individuals connected to this case.

MBI has been coordinating its investigation with the Hinds County District Attorney’s Office and will continue to work with D.A. Owens to secure convictions of these individuals. Due to the pending investigation and prosecution, the Mississippi Department of Public Safety will offer no further comment.
